On special request from the Director, CEE, IGNOU, SRC is participating in the COL project. This is the literacy project of the Commonwealth of Learning in which 2 countries are participating, i.e. India, and Zambia. The State Resource Centre has been selected as one of the partner agencies for this project in the country. The focus of the project is on setting up technology based community learning centres and training a group of instructors/tutors in the use of technology so that they in turn can generate literacy material. 
VISION
To demonstrate & evaluate the appropriateness & effectiveness of technology based community learning center through which literacy workers can provide training program that develops learners competencies in 3Rs and in the use and operation of information and communication technologies
PROJECT OBJECTIVES

The Project objectives are as follows: -

(a) to promote the value and assess the effectiveness of technology based community learning centres in the provision of literacy training in reading, numeracy and appliance skills;
(b) to train literacy workers to be knowledgeable in applying technology based training models;
(c) to produce appropriate and quality technology based training materials;
(d) to provide lessons for wider replication of use of ICT in solving literacy problems


ANTICIPATED PROJECT OUTCOMES

(a) enhanced knowledge of what constitute appropriate and sustainable use of ICT in literacy education;
(b) a cadre of tutors who are knowledgeable in terms of using ICT in literacy education and are aware of media based instructional resources on a global basis;
(c) learners who participate in the Project would have significantly improved their knowledge and skills in reading, numeracy and the use of ICT appliances;
(d) objective date regarding the role of ICT based community learning centres in the education delivery model for the country;
(e) field tested materials for training literacy workers operating in a technology based community learning centre context will be available;
(f) appropriate technology based instructional materials will be available for sharing with other literacy workers;
(g) produce overall evaluation reports by the Project Manger at SRC.


In order to accomplish the said objectives, a wide range of activities are taken up at the TCLCs. The activities are intended to support the teaching-learning processes at the centre and to promote functional literacy. The range of activities include :

* Running of library
* Organizing discussion forums
* Debate / Competition
* Reading-Writing competition
* Book exhibitions
* Quiz
* Film shows
* Communing meetings
* PRA activities
* Special sessions on need based issues

This also requires the capacity building of sahayogies working at the TCLC level and regular monitoring at centre level.
